President of the Republic of Azerbaijan Ilham Aliyev has signed an Order approving the “State Program on the Development of Tourism in the Republic of Azerbaijan for 2026–2030.”
According to the Order, the monitoring and evaluation of the implementation of the measures envisaged under the State Program will be carried out by the Center for Analysis of Economic Reforms and Communication (CAERC) at the request of the State Tourism Agency of the Republic of Azerbaijan.
The main objectives of the State Program are to introduce competitive tourism products to the tourism market, improve management and regulatory mechanisms in the tourism sector, promote tourism development in the regions, as well as organize effective branding and marketing activities.
The document also identifies a number of institutional and economic measures aimed at stimulating the development of the tourism sector. The Cabinet of Ministers of the Republic of Azerbaijan has been tasked with preparing proposals on improving the Law of the Republic of Azerbaijan “On Tourism,” enhancing the mechanism for issuing investment promotion documents for projects related to tourism activities, and developing proposals on the subsidy conditions envisaged under the State Program.
At the same time, the Ministry of Digital Development and Transport of the Republic of Azerbaijan will prepare proposals on increasing the contribution of air transport to tourism development within three months and submit them to the Cabinet of Ministers of the Republic of Azerbaijan.
For the purpose of financing the measures envisaged under the State Program, the Ministry of Finance and the Ministry of Economy of the Republic of Azerbaijan, together with the State Tourism Agency of the Republic of Azerbaijan, will take the necessary measures to ensure that the required financial resources are provided for each year during the preparation of the state budget and state investment programs.
Coordination of the implementation of the State Program and oversight of its implementation will be carried out by the Cabinet of Ministers of the Republic of Azerbaijan. Information on the measures taken will be submitted to the President of the Republic of Azerbaijan once a year.
