Vusal Gasimli, Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC), delivered the opening speech at the official presentation ceremony of the "Single Window" Digital Logistics Platform, created on the initiative of the Ministry of Digital Development and Transport of the Republic of Azerbaijan.
In his speech, Vusal Gasimli noted that the "Single Window" Digital Logistics Platform could make a significant contribution to the further improvement of Azerbaijan's transport services balance. He highlighted that in the first quarter of 2026, transport services accounted for 30 percent of the turnover of mutual services in Azerbaijan's balance of payments. Out of the transport services with a total value of 1.3 billion US dollars, 69 percent was formed through the utilization of Azerbaijan's transport services by non-residents.
The Executive Director of CAERC added that during the reporting period, exports of transport services in the non-oil and gas sector increased by 24.5 percent compared to the same period last year, while imports decreased by 10.6 percent. As a result, the surplus in transport services rose by 54.4 percent to reach 0.5 billion US dollars. This dynamic demonstrates that transport services have become a stable direction making a growing contribution to Azerbaijan's service balance.
According to Vusal Gasimli, DLP simplifies procedures, ensures savings in time and costs, and serves to further improve the business environment by unifying import, export, transit, transport, and logistics processes into a single digital ecosystem. The platform holds great significance in further strengthening Azerbaijan's strategic position along the East–West and North–South international transport corridors and enhancing the country's role as a regional transport and logistics hub. The "Single Window" Digital Logistics Platform will form an important institutional and digital foundation for Azerbaijan to achieve higher results in the World Bank's Logistics Performance Index (LPI) in the future. In the long run, this will positively impact the country's investment attractiveness in the transport and logistics sector. He added that the platform will improve the usage of the "Green Corridor" clearance system and integration with the status of authorized economic operators.
During the event, Rahman Hummatov, Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan; Natiq Shirinov, Deputy Chairman of the State Customs Committee of the Republic of Azerbaijan; and Ehtiram Quliyev, Project Manager of the "Single Window" Digital Logistics Platform, also delivered speeches.
It was stated that DLP consists of the "Trade Guide," "Trade Services," "Booking," and "Reporting" modules. Currently, the "Trade Guide" module has been launched, while the "Trade Services" module is planned for release in the next phase. Through the platform, it will be possible to obtain permits and licenses based on a single electronic application, expand cooperation between cargo owners and carriers, and prepare data-driven analytical reports.
It should be noted that the "Single Window" Digital Logistics Platform, as one of the key initiatives implemented towards the digitalization of logistics services in the region, will serve to strengthen Azerbaijan's position as an international transport and logistics hub and organize foreign trade processes more efficiently.
