In accordance with the strategic priorities set at the first meeting of the Digital Development Council of the Republic of Azerbaijan, chaired by Mehriban Aliyeva, First Vice-President of the Republic of Azerbaijan, a round table discussion has been held at the Center for Analysis of Economic Reforms and Communication (CAERC) on the topic "Digital Architecture: Program Management and Outcome-Based Approach."

Opening the event, Executive Director of CAERC, Doctor of Economic Sciences, Professor Vusal Gasimli emphasized that accelerating digital transformation in the country is a key priority of state policy. He noted that the strategic goals established during the first meeting of the Digital Development Council, chaired by First Vice-President Mehriban Aliyeva—covering digital development, artificial intelligence, cybersecurity, strengthening the innovation ecosystem, and expanding the application of digital solutions in public administration—necessitate further strengthening of coordinated action among government institutions. The round table organized for this purpose serves as an important discussion platform for applying modern approaches in program management, expanding outcome-based management mechanisms, and efficiently coordinating digital transformation processes.

During the event, Rashad Hasanov, Deputy Minister of Digital Development and Transport of the Republic of Azerbaijan, spoke on the goals, objectives, and expected outcomes of the "Action Plan for 2026–2028 on Accelerating Digital Development in the Republic of Azerbaijan," providing information on the plan's priorities and implementation mechanisms.

Ilhama Gadimova, Deputy Minister of Agriculture, delivered a speech on "Directions for the Application of Digital Technologies in Agriculture," highlighting the implementation of digital solutions in the agrarian sector, data-driven management, and the role of innovative technologies in boosting productivity.

Vusal Khalilov, Deputy Governor of the Central Bank, commented on "Digital Transformation in the Banking Sector and Development of the Digital Payments Ecosystem," discussing the application of innovative solutions in the financial sector, the development of modern payment systems, and the future prospects of digital financial services.

Vusal Khanlarov, Head of the Department for Informatization of the Education System at the Ministry of Science and Education, spoke on "Expanding Electronic Education Services and Digital Transformation of the Teaching Process."

Rauf Jabarov, Executive Director of the "Azerbaijan Cybersecurity Organizations Association" Public Union, discussed the development of the country's cybersecurity ecosystem, strengthening institutional capacity, and the significance of public-private partnerships in his speech on "Formation of the National Cybersecurity Infrastructure."

Jeyhun Khalilov, Chairman of the "Support for Development of New Technologies" Public Union, shared insights on the role of civil society in the digital transformation process, the promotion of public initiatives, and approaches to developing the innovation ecosystem in his address on "Public Initiatives in Building a Digital Government and Applying Modern Technologies."

The event was attended by Members of Parliament (Milli Majlis) Azer Badamov and Mazahir Efendiyev; First Deputy Chairman of the State Customs Committee, Major General of Customs Service Bahruz Guliyev; First Deputy Chief of the Special State Service of Special Communication and Information Security Yashar Amashov; Deputy Minister of Health Rufat Hajialibayov; Deputy Minister of Finance Natiq Hasanov; Chairman of the Board of the National Cybersecurity Agency Farid Zeynalov; Deputy Chairman of the Board of the Innovation and Digital Development Agency Shahin Aliyev; Deputy Chairman of the State Agency for Public Service and Social Innovations Jeyhun Salmanov; Director General of the Central Bank Sadiq Akhundov; Director General of the Digital Health Center of the Ministry of Health Jabrayil Asad-zade; as well as leading and executive officials from the Ministries of Labor and Social Protection of the Population, Science and Education, Justice, and Internal Affairs, the State Customs Committee, the State Migration Service, the Special State Service of Special Communication and Information Security, and the State Agency for Public Service and Social Innovations.

During the discussions, a comprehensive exchange of views took place regarding the strengthening of the institutional foundations of the digital transformation process, improving coordination and data exchange among government institutions, implementing outcome-based program management, and studying leading international practices.
