The monitoring group led by Vusal Gasimli, Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC), continues its visit to the liberated territories.
On the second day of the visit, within the framework of the implementation of the "First State Program on the Great Return," infrastructure, social, and economic projects implemented in Fuzuli, Xocavand, and Jabrayil districts were monitored on-site. Along with CAERC, representatives from the Special Representation of the President of the Republic of Azerbaijan in Jabrayil, Gubadli, and Zangilan districts, the restoration, construction, and management services of the respective districts, the Social Development Fund of IDPs, as well as the Ministry of Digital Development and Transport, the Ministry of Science and Education, the Ministry of Agriculture, the Ministry of Labour and Social Protection of the Population, the State Committee for Urban Planning and Architecture, the State Oil Company (SOCAR), "Azerishig" OJSC, the State Agency of Azerbaijan Automobile Roads, the Azerbaijan State Water Reserves Agency, and the Administration of Regional Medical Divisions participated in the monitoring.
On the second day of the visit, the delegation closely familiarized themselves with the construction, repair, and restoration work of residential areas, including educational, healthcare, administrative, and communal infrastructure in Dovlatyarli and Pirahmadli villages of Fuzuli district, Horovlu and Shukurbayli villages of Jabrayil district, as well as Hadrut settlement of Xocavand district. During the monitoring, it was noted that preparations for the relocation of the population to the aforementioned residential areas are continuing rapidly.
Subsequently, the monitoring group familiarized themselves with the activities and the ongoing construction and installation work at the "Araz Valley Economic Zone" Industrial Park located in Jabrayil district. It was noted that production and service enterprises contributing to the increase of economic activity in the region are being established, and new investment projects are being implemented by the residents and non-residents of the industrial park.
During the discussions held within the framework of the visit, the sustainability and security issues of the projects were also in focus. In particular, an exchange of views took place regarding the strengthening of protection systems to protect new residential areas from mudflow and flood risks, and the implementation of inter-agency preventive measures in this direction.
