A meeting was held at the Center for Analysis of Economic Reforms and Communication (CAERC) with representatives of implementing government agencies within the framework of the “State Program for the Development of Production and Processing Sectors of Agricultural, Fisheries and Aquaculture Products in the Republic of Azerbaijan for 2026–2030.”
The meeting focused on the phased implementation of the measures envisaged under the State Program, the determination of target values for result indicators, project management and monitoring processes, the application of accountability mechanisms, and the strengthening of coordination among implementing institutions.
Representatives of the Ministry of Agriculture, the Ministry of Economy, the Ministry of Science and Education, the Ministry of Labor and Social Protection of Population, the Azerbaijan State Water Resources Agency, the Azerbaijan Food Safety Agency, and the Agricultural Insurance Fund participated in the event.
In her remarks, Deputy Executive Director of CAERC Tarana Salifova noted that the provisions assigned to the relevant implementing agencies under the corresponding Order of the Cabinet of Ministers regarding the approval of the State Program, particularly those scheduled for implementation in the short term, would be taken into account during the reporting process. She emphasized the importance of conducting the monitoring and evaluation of the State Program based on a unified approach. Tarana Salifova also provided recommendations to the relevant institutions on key considerations for indicative planning and reporting in relation to measures implemented jointly by several agencies.
Deputy Head of the Monitoring and Evaluation Department of the Center, Abdulrahim Dadashov, delivered a presentation on the process of preparing the indicator matrix. The presentation highlighted key approaches to defining quantitative and qualitative indicators for the planned measures, accurately classifying implementation timelines and responsible institutions, and ensuring results-oriented reporting. Abdulrahim Dadashov stressed the importance of promptly determining target indicators for the current and upcoming years and stated that the Center is ready to provide the necessary methodological support in this regard.
Konul Badalova, Leading Adviser at CAERC’s Strategic Planning Department, provided information on the submission, monitoring, and evaluation of reports through the “e-Monitoring” portal operated by the Center, the preparation of final reports, project management mechanisms, as well as the functionalities and capabilities of the relevant module. Following the presentation, participants’ questions were addressed.
It should be noted that, pursuant to the Order of the President of the Republic of Azerbaijan, the monitoring and evaluation of the implementation of measures under the “State Program for the Development of Production and Processing Sectors of Agricultural, Fisheries and Aquaculture Products in the Republic of Azerbaijan for 2026–2030” are carried out by the Center for Analysis of Economic Reforms and Communication upon the commission of the Cabinet of Ministers.
