The Center for Analysis of Economic Reforms and Communication (CAERC) has been honored with two prestigious awards at the "Facilities Management Awards 2026," an international competition organized by BUILD Review Magazine, a prominent UK-based global media outlet. The Center won the titles of "Best Digital Platform for National Facilities & Infrastructure Management 2026 - Azerbaijan" and the "BUILD Client Service Excellence Award 2026."

CAERC received these awards for its innovative digital monitoring and evaluation system implemented within the framework of the "Monitoring and Accountability Portal for the implementation of the State Program on the Great Return to the liberated territories" (https://boyukqayidish.gov.az). The portal establishes a unified electronic management environment for real-time data collection, analysis, and evaluation of construction, infrastructure, service organization, rehabilitation, and reconstruction projects carried out in the liberated territories.

During the evaluation process, the following advantages were specifically highlighted:

  • Systematic management of data on priority directions, activities, and indicators of the State Program on a monthly, semi-annual, and annual basis;

  • Electronic entry and approval of physical and financial execution indicators, project risks, and challenges by the executing agencies;

  • A multi-criteria evaluation mechanism based on OECD/DAC criteria (effectiveness, efficiency, impact, sustainability, and relevance);

  • Analysis of financial (CPI) and physical (SPI) execution levels of projects based on the international "Earned Value Management" (EVM) model;

  • Formation of risk matrices and application of proactive risk management mechanisms;

  • Geographically based tracking of infrastructure, demining, water mapping, agricultural lands, and transport networks through GIS integration;

  • Online monitoring of large infrastructure projects via a real-time video surveillance system;

  • Ensuring data security through digital identification (Digital Login, SIMA Token) and multi-level encryption mechanisms;

  • Providing prompt information and user-oriented services through an AI-based chatbot.

The "Best Digital Platform for National Facilities & Infrastructure Management 2026 - Azerbaijan" award signifies that the digital management model for the oversight and monitoring of infrastructure projects within the Great Return is recognized internationally as a leading practice. Furthermore, the "BUILD Client Service Excellence Award 2026" confirms the high assessment of the platform’s user-oriented, transparent, efficient, and accountable service mechanisms.

This international success further demonstrates that the large-scale reconstruction and rehabilitation processes in Azerbaijan's liberated territories are accompanied by modern digital management tools, ensuring full transparency, accountability, and result-oriented management in the implementation of the Great Return.

The Great Return Monitoring and Accountability Platform developed by CAERC is regarded not only as a national achievement but also as an innovative institutional and technological model that can be applied globally in the digital management of post-conflict reconstruction and state program implementation.

It should be noted that the "Facilities Management Awards" is considered one of the most prestigious and internationally recognized award programs in the field of construction and infrastructure management.
