At the Economic Reforms Analysis and Communication Center of the Republic of Azerbaijan (CAERC), several department heads have been appointed. By order of CAERC Executive Director Vusal Gasimli, Rashad Huseynov, an employee of the Center, has been appointed Head of the Economic Analysis and Analytical Information Department. Rashad Huseynov completed his master’s degree in economics at the prestigious University of Bonn in Germany and later defended his PhD dissertation in applied economics and agricultural economics at the same university with distinction. Over the years, he has served as a consultant for several international organizations, including the Asian Development Bank (ADB), the United Nations Food and Agriculture Organization (UN FAO), the German Corporation for International Cooperation (GIZ), and the United Nations Development Programme (UNDP). In addition, he has taught various economics courses at ADA University and Khazar University.

Ayaz Museyibov, a financial analyst at CAERC, has been appointed Head of the Strategic Planning and Development Department by order of the Executive Director. The new department head began his professional career at the Central Bank. Since 2016, he continued his work at the Banking Supervision Department of the Financial Market Supervisory Authority. In 2018, he worked at the Azerbaijan Credit Bureau and has experience in the private banking sector as well as in several public institutions. He is currently a doctoral student at the Azerbaijan State University of Economics.

By another order of CAERC Executive Director Vusal Gasimli, income and expenditure analyst Yusif Safarov has been appointed Head of the Performance Evaluation Department. It should be noted that Y. Safarov graduated with honors from the Academy of Public Administration under the President of the Republic of Azerbaijan, earned an MBA at Baku Engineering University, and is currently a doctoral student at the Azerbaijan State University of Economics. In 2014, he worked as an economist at SOCAR, and between 2016 and 2019 he held various positions in the private sector.

The Head of the Projects Department at CAERC has been appointed as Vusala Jafarova. Following her bachelor’s degree at Baku State University, Vusala Jafarova completed an international MBA in Finance under the Asian Development Bank program, studied Public Financial Management at Harvard University (Kennedy School of Government), and pursued professional development in Business Management at the University of Manchester. She worked for over three years as an advisor to the Director of the Asian Development Bank’s local representative office in the Philippines. She has more than 10 years of professional experience in the Ministry of Economy and several international organizations.

Another change at the Center includes the appointment of Aykhan Qadashov, who had been serving as the manager of the Azexport portal since 2017, as the head of the portal. He holds a bachelor’s degree from the Institute of Economics at the Odessa National Academy of Telecommunications and a master’s degree in Organization and Management of Public Administration from the Academy of Public Administration under the President of the Republic of Azerbaijan. He worked in several private and public institutions between 2012 and 2016.
