A meeting was held at the Center for Analysis of Economic Reforms and Communication (CAERC) for the purpose of indicative planning of measures for 2026 within the framework of the implementation of the "Action Program for 2026-2029 on conducting new medical research to ensure the international promotion of the therapeutic effects of Naftalan oil and preparations made from it, and the wider application of said products for medical purposes." Representatives from 12 executive agencies involved in the Program participated in the meeting.

Orkhan Sadigov, Head of the Monitoring and Evaluation Department of CAERC, emphasized the importance of the Action Program in terms of the international promotion of Naftalan oil. He noted the necessity for agencies to promptly determine target indicators for the current and subsequent years regarding the planned projects and stated that the Center is ready to provide the necessary methodological support in this direction.

Gultaj Ahmadzada-Tapdigzada, Head of the Socio-Economic Programs Monitoring Sector of the Center, provided information about the "Unified Electronic Reporting Portal" created by the Center to ensure the monitoring and evaluation of the implementation of measures stipulated within the Program. She also spoke about the management mechanisms for projects under the Action Program.

Subsequently, Sevinj Jabbarova, an employee of the Socio-Economic Programs Monitoring Sector, delivered a presentation on the approaches applied to the formation of indicator tables and the determination of quantitative and qualitative indicators.

During the meeting, the main directions for the measures envisioned in the State Program were discussed with representatives of the executive agencies, and questions regarding the process were answered.

It should be noted that, according to the Order of the Cabinet of Ministers, the monitoring and evaluation of the implementation of the measures stipulated in the Action Program will be carried out by the Center for Analysis of Economic Reforms and Communication at the request of the Ministry of Health.
