For the first time, the “One-Stop” Export Support Center has begun providing a customs declaration completion service for exporting entrepreneurs.
According to information provided by Nicat Hajizada, Manager of the “One-Stop” Export Support Center, an employee of the Azerterminal-Complex Union has started assisting entrepreneurs with filling out customs declarations directly at the Center. In practice, both offline and online options are now available for completing customs declarations.
At present, exporters can complete customs declarations either on-site at the “One-Stop” Export Support Center or online via the Digital Trade Hub (https://dth.azexport.az/). Through the Digital Trade Hub, a single export application, including the customs declaration, can be submitted online.
N. Hajizada noted that five government institutions provide seven public services at the “One-Stop” Export Support Center, including the issuance of certificates of origin, veterinary, phytosanitary, quality, and other permits.
“Now that electronic customs declarations can also be completed at the ‘One-Stop’ Export Support Center, the work of entrepreneurs has become significantly easier. Exporters can complete all export-related procedures in a single location in a much shorter time and with fewer resources. In fact, this reform initiative has attracted the attention of the World Bank’s Doing Business team. Representatives of several international organizations have visited the ‘One-Stop’ Export Support Center as part of information tours and have highly evaluated our activities. In global practice, providing all export services through a single window, both online and offline, is considered a best practice.”
N. Hajizada also encouraged exporters to make broader use of the opportunities offered by the “One-Stop” Export Support Center:
“At this stage, completing customs declarations under the ‘one-stop’ principle has significantly simplified the work of our entrepreneurs. In effect, the ‘One-Stop’ Export Support Center, the Azexport portal, and the Digital Trade Hub together form an ecosystem that serves to promote exports.”
It should be recalled that the “One-Stop” Export Support Center was established by the Decree of the President of the Republic of Azerbaijan dated February 22, 2017, and is located in the building of the Center for Analysis of Economic Reforms and Communication (Landau Street 16, Baku; http://iqtisadiislahat.org/contact-us).
