The Economic Reforms Analysis and Communication Center of the Republic of Azerbaijan, jointly with the Institute of Economics of ANAS, organized a scientific-practical conference on the topic “Strategic Roadmap: Achievements and Prospects.”

The conference was opened with introductory remarks by Professor Nazim Muzaffarli, Director of the Institute of Economics of ANAS. Speaking about the significance of the event, he noted that the Strategic Roadmap is a comprehensive document that defines Azerbaijan’s near- and long-term future and outlines the contours of the national economy. From this perspective, it is a critically important document. Therefore, all issues related to the implementation of the measures envisaged in the Strategic Roadmaps are of great importance.

During his public lecture, Vusal Gasimli, Executive Director of the Economic Reforms Analysis and Communication Center, stated that the new generation of economic reforms carried out under the leadership of President Ilham Aliyev lays the foundation for a new economic model in the country. In fiscal policy, new fiscal rules, a medium-term expenditure framework, and a transition to performance-based budgeting are being introduced. In monetary policy, the transition to a floating exchange rate regime and reforms in the banking sector are of particular importance. Thus, a combination of fiscal and monetary policy is being established. At the same time, the continuation of business environment reforms and the implementation of incentive projects are aimed at revitalizing the real sector.

Vusal Gasimli added that human capital plays a crucial role in building the new economic model. Therefore, the development of education and science will both supply the economy with qualified personnel and meet innovation needs. The country’s scientific potential is concentrated within ANAS. Under the leadership of the President, the country’s scientific potential has a strong opportunity to contribute significantly to ongoing economic reforms. The mobilization and efficient use of scientific resources, as well as their alignment with market demands and development trends, are of great importance.

He emphasized that Azerbaijan’s educational institutions, including higher and vocational education establishments, must respond to the challenges arising from the transition from an analog to a digital economy. There will be an increasing demand in the labor market for cognitive skills, systems thinking, content creation, and the ability to solve complex problems. To achieve this, cooperation within the science-education-business triangle must be further strengthened.

Later, Professor Nazim Muzaffarli (Imanov), Director of the Institute of Economics of ANAS, recalled ANAS’s active participation, including that of the Institute of Economics, in drafting the Strategic Roadmaps, and delivered a presentation titled “The Liberalization Potential of the Azerbaijani Economy and the Main Vectors of the Strategic Roadmaps.”

At the end of the conference, faculty members and researchers of the Institute of Economics of ANAS addressed questions of interest within the framework of the topic to the Executive Director of the Economic Reforms Analysis and Communication Center. The conference featured extensive and engaging discussions on the subject.
