Professor Vusal Gasimli, the Executive Director of the Center for Analysis of Economic Reforms and Communication (CAERC) received a mission that arrived in Azerbaijan to conduct discussions within the framework of the Article IV Consultations between the International Monetary Fund (IMF) and the Government of Azerbaijan.
The meeting was attended by Anna Bordon, the IMF's Mission Chief for Azerbaijan, the Middle East, and Central Asia; mission members Gustavo Ramirez and Hoda Assemi; as well as Rashad Hasanov, Advisor to the IMF Executive Director.
During the meeting, Professor Gasimli provided a comprehensive overview of Azerbaijan's macroeconomic framework, monetary policy, and fiscal and structural reforms. He also briefed the delegation on the objectives outlined in the "Socio-Economic Development Strategy of the Republic of Azerbaijan for 2022–2026" and the "First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan." Additionally, he highlighted the progress made in infrastructure development and the establishment of green zones in the Karabakh and East Zangezur economic regions. Furthermore, he introduced the digital accountability platforms, Azerbaijan 2030 and Great Return, which are designed for the monitoring and evaluation of state programs.
IMF Mission Chief Anna Bordon and mission members exchanged views on the ongoing economic reforms in Azerbaijan, particularly regarding the reform of state-owned enterprises and fiscal consolidation. They emphasized the significance of innovative initiatives such as digital accountability platforms, which facilitate the monitoring and evaluation of public programs, enable the collection of large-scale databases, and contribute to the efficient management of public investments and transparency.
The meeting was also attended by Ayaz Museyibov, Deputy Executive Director of CAERC; Orkhan Sadigov, Head of the Monitoring and Evaluation Department; Vusala Jafarova, Head of the Turkic World Research Center; and Gultaj Ahmadzade-Tapdigzade, Senior Advisor to the Monitoring and Evaluation Department.
